We've lived in our slab ranch for 15 years. Over the past 7 or so years, we've noticed a slow in cold water pressure, to the point that right now it's just dripping out of the washer (it takes me 1:15 to wash one load in cold) and we're almost being scalded when we shower.
Any ideas?

City water or are you on a pump? What kind of pipes? Cooper? Plastic? Galvanized? Problems like these are solved by following the flow of cold water through your system. Since you have plenty of hot water we can assume everything's OK up to the heater supply. That takes care of the water service to the house up to the heater. Sooo, we start at the first fixture that uses cold water. Let's say it's the washer. Remove the cold water hose, check the screen to make sure it's clean and turn on the cold water supply. Good strongt stream? Move on to the next fixture up the line and do the same thing, open up the faucet and pull out the cartridge or the cold water stem and washer assembly, then turn on cold water and check that stream also. You get the idea.
Some where the pressure and velocity will drop to zip and you've located the source of your problem. When that happens get back to me with all the details and we'll work out a repair. Cheers, Tom
