You could start by clicking on either of the two links here http://www.sba.gov/ and SCORE "Counselors to America's Small Business". On those two sites you can develop a business plan for yourselves and also get excellent advice. Developing small businesses is exactly what they are about.

It would help to know in answering your question, as to what exactly do you mean by a reception hall? For instance, do you want to own or rent a building for your business? Also, is this type of business one where you will be providing all of the services for the people? Or, are you going to be the one to hire and coordinate the efforts of a number of people who can provide the services that are offered?
