How long have you been together? Have you met each others families? Is he financially stable? How old are both of you?

It's a bit early to tell but if he's mentioning marriage this soon its possible your assumption is right.

Are you both still in school? Is he financially stable? Men think about a lot of things before proposing and one of them is could he support you and a baby if he needed to. So he might be waiting until he has more money.

He wanted to buy her an insane engagement ring and it took him a long time to save up to buy the ring he wanted to buy her.

Give it time and don't pressure him.
