I know this pipe requires an outside shutoff valve at the destination (garage). Does it also require a valve at the source (house)?

Your local code may also call for a drip loop to be installed. A drip loop consists of a downturned tee cut in just after the meter with a 6" nipple terminating in a cap or a petcock. The gas line should be installed with a slight slope, (1/8th inch to the foot) back to the meter.
The reason for a drip loop is to trap and contain any moisture that accumulates in the line before it gets to the pilot light and extinguishes it.
Good luck, Tom
Do not use a junky gate valve on a gas line. Use a gas cock or better yet, a modern ball valve. Also make sure the valve says WOG on it, water, oil, gas to meet code. Ball valves leak less, both internally and externally, and a quick 90 degree turn shuts it off or turn it on.
Otherwise, do just as Tom said.
