I believe the standard heights are 34 to 36inches from floor although in rooms with particularly high ceilings I have installed it as high as 38 to 40 inches. These measurments are generally to the top of the chair rail at least for me. I really think its more about the appeal of the look to you though.

[F]If you want to use the chair rail to protect the wall move a chair to the wall and see where it hits.

The height can be a matter of what looks good

Adjust height if the rail intersects with other objects like light switch, counter tops, window sills and so on

Use a laser level around the room if possible or water level

    Get r done

Ok the chair rail has nothing to do with you chairs! Lol, that aside yes there is a standard height 36" to the top of the chairrail, if you use backer and chairrail its 36" to the top of the backer, this is a standard for 8ft and 9ft ceilings. We have had customers ask for 48" but its not just chairrail then its more of a wainscott. Different animal all together.
