Is it possible to get married at 16 to a person that is 21 w/ parent consent in one state then move back to your home state and be safe?

It depends on the state. However, in my state you can only get a marriage certificate from the county where the ceremony is performed.

So, HIS parents CANNOT give YOU consent to marry him. Your parents would have to give consent and you'd have to be married there.

I hope you realize there is a reason kids need parental consent to marry.
