I have a friend that is 16 going on 17 and a nother friend that is 13 going on 14 is it legal for them to date and not have sex.

There are no laws anywhere that place restrictions on when people can date. However, there are laws that prohibit someone under the age of consent and 14 would be under in most places) from having sexual relations.

13 is still on the borderline for being too young to go on one on one dates, In my opinion. Also the difference in maturity and interests between a 13 and 17 yr old is pretty wide. From 14 to 16 is much better. But a lot depends on parental permissions.

Its not illegal to DATE a person that young. It could be illegal depending on what you might DO on that date.
