Need some help. We are finishing our basement and installing a bathroom. The builder put the rough in for the shower drain too close to the toilet drain. We would like to move the drain over by about 12 inches. The problem that we have is that there is only 3 inches of clearance under the shower to make the pipe connections. What are our options to get the shower connected into the current drain (a foot away)?

Your options are limited and they don't include installing a dog-leg/offset under the base unless you wish to raise the shower base on a platform and even then I'm not happy with a dog-leg on the way to the trap. That's just asking for a clog.
About the only option would be to take up the floor and move the trap and raiser exactly where it should go and then patch the floor. If you have to have 90 degree elbos then make them DWV sweeps to avoid sharp turns that could clog up. Good luck, Tom
