GE Fridge, Water Tastes Bad - Tap Water Tastes Fine

Quick Question. I have a basic GE Stainless - Energy Star Fridge. It's not even a year old and the water tastes weird, almost mildew like. I know it could be the filter but seems like it would last a bit longer, especially since my tenant (she first noticed the taste), stopped using the fridge water when it first started about 4 months ago. On top of that the tap water in my loft tastes fine. Now, since the water from the fridge and the tap come from the same source I was wondering what the issue is?? Do I just need a new filter or does the water line need to be replaced OR both. Can a old filter cause bad taste because the tap water is fine. Thanks.
