My roomate/tenant, (which we never signed a written contract)
Is paid up until 9/11/07. She is leaving 9/5/07 and is stating that she is entitled to her prorated refund money since I was the one who gave her a 30 day notice. Is this true?

Depends on when you gave her notice. If you gave her the 30 days on 8/11, then the choice to move early was hers so she wouldn't be legally entitled. But frankly, to avoid a hassle, I'd give her the money.
