True and false, certain rights of an individual are important, in other cases the rights of the majority are more imporant.

In the cases of safety, safety is more important in law tan the rights of an individual.

Your statement is too broad for a real true or false answer.

Hmmm in that broad term, id put it in a time order
Past- false present- true/false future-in my opinion, true, but then again the american government is my favourite bit of paranoia.
Safety/ law and order does tend to come before rights, yet rights do sometimes inhibit the law
America I don't really think matches with the old ideals it became independent with ,the ideals that aboloshed slavery and wrote the constitution. They promised eqaulity for all, yet segregration happened?

What is more important is to know what kind of rights you have in America!
