I'm painting on wood. Does paint layer #1 need to be dry before the crackle solution is applied? Similarly how long after the crackle is applied should paint layer #2 go on?

Hi there Ron,
Every application I've ever dealt with states about four hours for the first coat(no longer than 7).
After your base coat has dried for 4 hours, you apply your 2nd coat(crackle finish).
If you want it to crackle in a particular direction, you brush the second coat. If you want the crackle to look more like a pattern, then you use a roller.

Scjwim , right again, I just read the paint of some crackle I have. Your right on
ronitb, I crackled a table , I used a brush not a roller, and I brushed it too much in some areas, so the crackle is uneven. Do not make the same mistake that I did. I am going to sand it off and try with the roll method that was suggested on here.
