    Can an executor change the will if they think the person inheriting the money will abuse or misuse it

    No. An executor can only execute the terms of the will. Under the terms of the will, there may be some discretion in execution, but they can't change the terms.

    No they can not, they can only do what the will says, sounds like time for a probate attorney

    Of course an executor CANNOT change the will .
