    My dog is panting when it is not hot outside
    My dog pants when it is not hot outside and seems to have some type of a lump under the skin at her neck.

    The panting could be a circulation problem and the lump some sort of a tumor. No matter what more details, the answer is see the vet soon.

    Hi. If your dog isn't hot, then the panting is a sign of pain. I know this for sure. If the dog has a lump and is panting, something is seriously the matter.

    Since the dog has a lump on the neck, I'd see a vet.

    However, another reason that dogs pant is stress.
