Practice. Take private lessons. Join a choir or chorus at school. Try out for parts in musicals. Join a church choir. You can get lots of advice and tips on how to sing as well as the possibilities you have for public exposure as a singer from choir or chorus directors. At this point in your life, offer to sing for free in places like nursing homes and churches. That will get you some exposure.

I think singing is something which requires talent. If you don't have the talent and the voice, it's all futile. If you have them, you can hone them with practice and voice lessons. A lot of practice should help you get there.
