    Never shave upwards.
    Make the stroeks go down.

    Im not a man or anything but for girls and guys when shaving "certian" areas on there body, the strokes have to go down because if you shave going up, you have more of a chance of an ingrown hair.

    Exfoliate. This is the best thing you can do my boyfriend used to get really bad ingrown hairs around his beard but thanks to me he doesn't anymore! Don't shave upwards, use an electric razor, scrub your face at least twice a week with a corse exfoliator. Clinque do a good one for men although I'm sure a cheap one would work just as well. A flannel can also exfoliate but it would be more effective to use an abrasive facial or body scrub then
    Use a flannen to roughly clean it off the area then moisturiser, you should see a big difference soon if you do all of that.
