Can I add my fiancé on to the title of my vehicle. There is also a lien on the title at this time. Also what is the fee(s) in Virginia to add a name to a vehicle title? Will I have to pay sales tax again or just the fee for the paperwork?

There will always be a fee for anything like this.
You'll need to contact your state DMV and maybe even the leinholder to see it you even can.
Why do you want to add?

I've refinance with my bank so it will be a new leinholder and she will begin making payments on the vehicle.

Anyone can make paymenets, on virtually anyone's accounts, but I've seen, not personally, but on this forum, where later, some have regretted adding. What's done is done.
