I am moving a manufactured home... I know that I must hire a licensed electrician to reconnect it to the new locations pedestal but do I need a licensed electrician to disconnect it from the old one after having the utility company shut the power off?

Once the utility conpany shuts off the power, anyone can disconnect the wiring from the house, as long as the wiring is left in a safe conditon so that in the future when the wiring is re-energized, there is no danger to anyone.

If possible, remove the wiring from the main disconnect. At least , tape the ends of any exposed wires.
