I use a program called commview to see other people ips,if I'm trying to send other peolpes ips packets would it make a difference if I have two computers on the same ip sending packets at the same time.(I do this on Xbox Live)

Are you talking about a situation where multiple devices are behind a router? In that case your devices share an external IP but Network Address Translation takes care of routing the packets to the proper device.
