I have a hazelnut tree in my Garden, the hazelnuts on the tree are green and protected by a green leaf.
How do I get them to the brown stage that we all know and are edible ?

Well, they are suppose to be harvested between the end of August and October. The nuts will fall to the ground when they are ready.
You don't get them to that stage, nature does. Let nature take it's course. They aren't nearly ready yet.
In Seattle, the Stellars Jays and squirrels start eating the nuts while still in the green stage. They strip the tree before the nuts ever have a chance to fall to the ground. Is there anyway to harvest while in the green stage?
Its like J-9 said. You have to let nature take its course. There is no way they will ripen if taken off when green. They will stay green or just rot. If you want hazelnuts you are going to have net the tree in some way so the birds can't get the fruit they want.
