I am a Turkish citizen born in Turkey. However my grandmother was born in Crete and then immigrated to Turkey after first world war. Is this enough to apply for the Greek citizenship?

Probably not. People who emigrated to Turkey as part of the Population Exchange that followed the Lausanne Convention in 1922 lost their Greek citizenship per the Article 7 of the CONVENTION CONCERNING THE EXCHANGE OF GREEK AND TURKISH POPULATIONS:
The emigrants will lose the nationality of the country which they are leaving, and will acquire the nationality of the country of their destination, upon their arrival in the territory of the latter country.
