Can anyone explain the IT issues in SOX 404 compliance for small businesses and possible solutions to those issues?

This is a massive can of worms.
Most small companies only have 1 IT person, this makes SOX compliance extremely difficult, due to segregation of duties.

Bsically who administers the administrator?
