No. The hurricane was not your fault nor is any damage caused by it.
Very interesting. I did not know until now that Canada got hurricanes.
Do you own or rent your home? You should contact your homeowners or renters insurance company too see if you need to file a claim as it was your property that damaged his property.
Probably. It was your umbrella and it came flying off your property and you failed to secure it in order to prevent that from happening in anticipation of the impending hurricane. In all likelihood, you are legally liable for the damage.
Nope, you are not responsible unless you did something negligent and leaving patio umbrella outside is not negligent. His insurance should cover it. Where are you living, I do not recall anything about a recent hurricane?
