I have recently had a severe decline in water pressure to my entire house inside, hot and cold water. I'm on a city system and no neighbors are having the problem. Outside pressure for garden hoses is fine.

The city main enters your home and the garden tap is just after the main shut off. Do you have any other fixture or filter down stream of the garden tap? Sounds like debris has become loose and is blocking the incoming cold line after the garden tap. It usually doesn't happen in a straight run pipe. Likes elbows and other taps.
