You should check what programs, drivers, utilities, etc. are running in the background, and disable the ones that are not necessary.

Press Ctrl-Shift-Esc together to bring up the Task Manager, and check what processes are running, and its CPU usage.

With the computer just booted, System Idle should be 99% after drivers are loaded.

If there is some process taking a lot of cpu resources, it could be a virus, trojan, worm, etc. So do a full antivirus scan.

Processes taking cpu time, will cause your games to run slow.

Other things to do, update your drivers, make sure XP is fully patched, run adaware, disk defragment, etc.

If the above doesn't apply, what are your PC specs?

And to improve the speed of your system run an effective anti virus. Check whether there is free space in hard drive or not.
