The plummer turned on the bath cold water tap and the hot water tap and cover the tap outlet (where the water comes out) with his hand. He wait for a few minutes and then the water seem to unlock itself and slowly fills up the toilet so it can flush. He reckons it probably is the tank in the loft which supplies water to all the flats in the block. Other people in the block are unaffected but the plummer said there could be separate tanks which supplies the flats.
