I bought an oscillating sprinkler and it sticks in one spot periodically, in a position all the way to the left or right. During troubleshooting my condo grounds care company measured my water pressure at 35-40 psi; then I read on the sprinkler pkg that coverage is based on 60 psi.
* Should I expect my sprinkler to run at 35-40psi?
* Is 35-40 psi within range of normal faucet pressure?
* What are the standards for outdoor faucet pressure?

You can still run the sprinkler at the 35-40 PSI. The reason it sticks on one side or the other probably has more to do with how it is made than anything. Look to see if there is a small protrusion in the body that the rotator may be catching on. The manufacturer sometimes over-molds a part and the rotator is catching either on the body or inside on the shaft. 60 PSI is normal for the pressure at most places. It sounds like the pipes supplying the water is smaller than normal.
