Perhaps you have a virus or malware problem?
Have you added any new hardware recently such as a graphics card? (remove it and try again if you have).

First thing to to is to boot-up in safe-mode: Usually this is done by repeatedly pressing the F8 key when you turn the PC on. This will probably get you into Windows and allow you to run anti-virus scans or try a System Restore.

If you still have no luck and you have a desktop computer (ie; not a laptop) borrow or buy a cheap hard-drive and install it in place of your present hard drive (set it to "master" by moving the jumper - the little plastic tab - as shown in the diagram on the drive) and install Windows on to it. If it doesn't work then it is likely to be a hardware problem.
Likely hardware faults are dust-bunnies clogging up the fan (easily remedied!) or a faulty RAM stick (buy a new one).
