My 3011 Lawnmower has been setting in the garage for some time and needs a new battery to run, but it won't roll in nuetral. Can you tell me what needs to be done. I know nothing about it.

Look on back or unit and see if there is a tow valve rod. You should pull it out to disengage the transaxle.

Look on the rear to the hydrostatic transmission. As you face towards the front of the mower the right side of the hydrostatic trans will have a small lever sticking out. Push the lever to the outside of mower and raise it one notch, that should disengage the drive. Mine is a 3013 but I believe it to be the same.
