If I voluntarily relinquish my rights
I have had my parental rights terminated in the past.
At present my rights are going to hearing regarding not completing a rehab program
I am presently working on it.
But it will not be completed till after the hearing and the judge can terminate rights
I would like to know if I voluntarily relinquish my parental rights, to kinship?
After my completion can I go to court and restore my parental rights?

No, not normally, once you give those rights away, getting them back will be harder, if they are taken away, you have rights to appeal, and rights to go back latter normally.

Also note that even if you give away your rights, you still owe child support,
