I have a yard machine yard tractor it won't turn over the starter spins but it doesn't ingage or go up where its supposed to be anybody no what's wrong

You Have A Bad Gear Assembly At The Top Of The Starter, Go And Get Yourself A New Gear Assembly , Replace It And Try Again. But, Before You Do That, Try Spraying With A Lubricant, Such As Pb Blaster , It May Just Be Sticking From Being "dry".
