My city in California did not approve my dance studio at this certain building. I gave the owner a deposit which he won't return. There was no wirtten agreement and he specificly said my deposit was refunable, which he denies saying. Am I entitled for my deposit to be return

Probably, but you'll have to sue him for it, and then prove what you're telling us to a judge. If you can, you'll win. If you can't you won't. It's isn't expensive to find out, though. Small claims is cheap, quick and easy.
