Can I get the detail billing of someone's cell phone records

Unless your name is on the bill then more than likely no. You could call the cell phone company and request that they be mailed, and try to make it to the mailbox before the owner does, but besides that, I don't think that you can. Good luck.

But I don't think you would want to do that as it is a federal offense and some small cities take that seriously.

In no way did I state to do anything illegal. I didn't state for anyone to tamper with mail nor did I say to act like you're the person in which the bill belongs to. I didn't mean any of that, but apparently that's the way several others took it. Sorry:(
