When children are small like that, it is fine to place them both in the same room. You are not putting them in the same bed, just sharing the same bedroom.
A general rule of thumb that Child Protective Services uses is that at the age of five, no older than six, opposite sex siblings should not share the same bedroom any longer. But check with your state's Child Protective Services to find out. Or if you do not want to raise any flags with CPS, have someone call for you.
The general rule for foster care is the age of six. I think if you use that, you would be fine.
