Maybe you have the jock itch. You should see a doctor though to be sure and he can give you something.

Wait- so are you circumcised or not? When you're circumcised, you don't have foreskin...

Lastly, what you have sounds as though it could be one of two things:

1) a yeast infection; or
2) a STD

Either way it should be checked out by your physican and treated accordingly.
