My 1995 Honda Civic DX won't start!
The other night, I went to go start my Civic, and to my surprise, the engine turned over and all of the lights and gadgets came on but the engine would just not start. It just whined as if it was trying to start but just could not catch. I've tried checking the battery and even boosted it but it wasn't the battery. Earlier this week, I heard an unusual humming noise coming from the back of the car. When I got out to listen, I couldn't really pinpoint where the noise was coming from. Another issue is that my car over the past couple of months has had a serious loss of power. At first while driving at 60 mph, my car would suddenly not allow me to go any faster. I would have to pump the accelerate a couple of times or just wait it out before it would began to accelerate again. Now recently, my car started doing it at slower speeds also. Like when I would take off for first gear, the car would take off very sluggishly as if it didn't want to go and then I would have to take the car out of first gear and slam it back into first gear for the car to take off correctly. This was very embarrassing because I would be the first in line at a light and the car behind me would be about to run into the back of me because I took off so slow. I have come to the conclusion that it could either be something dealing with the timing belt or something dealing with the fuel filter/fuel pump. Will somebody please help!!

First, replace the fuel filter. Here's how:

Second, if the problem persists, read sections A and B below:
