I have some people who moved out of my Apt. Their stuff is still here. I was told that I can write them an email and tell them that they have such amount of time to get their stuff and if they do not come get it that I no longer have to keep it. Is this true?

Check but I think you have to post it publicly like in the local newspaper

Legally, you are better off writing them a letter and sending it via certified mail, return receipt requested. In the letter, tell them to call you (give phone number even if they know it) to arrange a date and time for pick up. Tell them if they don't pick up their stuff within the frame of time you have given them (usually 30 days is acceptable), their property will be considered abandoned and you will have no alternative but to dispose of all of it.
