In California.. when a father doesn't sign a birth certificate... after 2 years is he not responsible for that child.. or would he have to sign away his rights??

He is responsible for the child until it is 18. The mother can file a paternity suit against him until then.
It doesn't seem as though he has any rights to actually sign away anyway.
