I would like to change my email folder or format to pop up with my new email server. I am changing from Charter. Net to Gmail and would like my new email window to pop up as Gmail when I click my email icon.

Assuming that you're using Outlook 2010 and that by icon you mean the mailto link (correct me if otherwise).
In your email accounts settings, under the emails tab(the first tab), select your desired email and click on "set as default". Click okay to save and that's it...

If you also want this to come as your default view when you open Outlook, just drag and drop the email link (on the left side bar menu list) to the top in your Outlook.
