If a retrial is pending it would not be a good idea for him to leave the country right now.
If my friend is going for 10 days, late this summer; would there still be a problem? If so, what type of problem?

No. He has served his time and had filed for a retrial.

The answer to your question is Yes, a person with a felony can get a passport. However... firstly, with a retrial pending, I agree with twinkiedooter that it might not be a good idea to leave the country, for whatever reason. Also, depending on the charges, some countries may not let you in (ie Canada and drug convictions)
