Can I open a bank account with a different bank when my current bank account is on hold by a collection agency?

What do you mean " on hold"
Do you mean they have a judgement against you, in court and have attached your bank account.

You can open another one (if they will do it) but as soon as the collection agency finds it, they will attach it also.
