    Melt them over hot water the same as you would other chocolate pieces.

    There's a world of difference between cheap chips like Nestle and Hershey, and a brand like Ghiradelli. Not worth making mousse with the first two.

    I have to say that if Hershey chips are used in brownies and cakes, then they are perfectly acceptable for a mousse.
