Does us universities accept IELTS instead of TOEFL,if so list the best of them.

IELTS is accepted by most Australian, British, Canadian, Irish, New Zealand and South African academic institutions, by an increasing number of academic institutions in the USA, and by various professional organisations. It is also a requirement for migration to Australia and Canada.

For a list of the best universities, you are best to contact student organisations in the US.

I think same goes forTOEFL,is it accepted outside US and canda?

Well for most of the US universities ,what I have heard is that they accept only TOEFL but I think they might also consider IELTS in somecases. For this you will need to ask the registerar or the faculity members of that university you are applying to.
