Smith-Ostler percentage. How is calculated?

I had a smith-ostller percentage of 8.24 in the Santa Clara County table.
Recently, I requested a modification of child support and the judge increased the table to half of the last year's bonus of the father and decreased the percentage at 6.24.
Can you tell me why?
