What does it mean if the ncdmv says that there is a stop on my ID in the system and they won't issue me an ID?

Was this done in person at the dmv? They would have that answer, or a reference to someone that does. You may have to bring proper documentation, and maybe a phone call to them can prepare you for that visit. Have you moved recently or had fines or tickets outstanding in this state or another?

Do you have unpaid fines, issues with false ID, some legal issue that would effect this/ Did you ask them what it was ?
