The best way to help an addicted person is to stop enabling them, another word used is "Tough Love". Their addiction is just that "Their's" It's hard when you love someone want to protect them, they have to take the hits for themselves. Call your local police and have them escorted from that apartment. It's seems harsh it's tough. They'll take advantage of you and you'll keep paying the price.

Well this depends on whether, a) they pay or have paid rent, b) whether there is a written or even oral lease and c) how long they have been there. If they have never paid rent, they are a trespasser and can be tossed or locked out. However, if there exists a lease (having paid rent, implies a lease), you have to evict.
