I think it is a standard AC unit - Carrier 38EZG030 unit

Do not know. How could I check it? Is not it wrong that the fan comes on during heating if it is not a heat pump?
If you Google your model#, it says it is an "air conditioner / heat pump". So yes, it should be running when calling for heat.
That unit is straight cooling. For the time being & until the weather is a bit more comfortable to work outdoors, simply turn off the power to the outdoor unit. You can do so either at the breaker panel or by pulling the disconnect which should be on the wall next to the unit.
