My first guess was -- battery --- eh, I was wrong...

Second clue:

IT GOES UP,IT GOES DOWN,PLUS ITS ENOUGH TO GO ROUND AND ROUND!!

No, I take that back. I agree with the moon. I just don't get how that fits with talking.

Money fits with talking. But, it doesn't fit with "your best friend when the lights go out."
Moon fits that one. But as worth points out, moon doesn't fit with talking. Unless it is meant in the sense of the man in the moon? But, he has never spoken to me. Has anyone had a conversation with him recently?

Well, then, it seems that CBW has found the answer.

I don't understand how he is always talking, but I agree that the moon fits everything else :)

I think it's just because he looks like he has his mouth open all the time! :-U
