Working on an HP Color Laserjet 2605dn
I was given an HP Color Laserjet 2605dn. When I went to test it the print outs looked like the attached photo. What direction should I go to try to correct this issue?

Maybe it just needs a cleaning
Could be the transfer belt also.

You might want to try this procedure to perform a cleaning operation:

    1. Make sure that the printer is turned on and Ready.
    2. Open the HP ToolboxFX program on the computer.
    3. On the Troubleshooting tab, click Maintenance, click Cleaning Page and then click Print.
A page with a pattern prints.
    4. At the printer, remove any paper in Tray 2 or optional Tray 3.
    5. Remove the page that printed and load it face-down into Tray 2 or optional Tray 3.
    6. At the computer, press Clean

I worked for a competitor, but the printers all work basically the same.
    Good luck,

This helped a lot. However I don't have the HP ToolboxFX that you spoke of, is there a way of getting that for Windows 10 64bit? I did however get into the service menu on the printer and was able to start the cleaning process, and this helped a bunch.

    Good!
Since I didn't work for HP, I don't have any special inside info on where to get the ToolboxFX program. A quick search on HP's support site did not result in anything promising.
Using the service menu cleaning procedure may be the same (or very similar) to what this program would do anyhow.
All I can suggest is googling around to see if you can find it somewhere. Just be careful that the site you download from is trustworthy.

    Best of luck,
