Sounds like you have to increase the size of the displayed image on your monitor.
This should be a set up on the monitor (CRT type) itself. Difficult to tell for sure with the limited information you have given us.

If the standard monitor adjustments do not cure the problem, then it is likely that the monitor is going bad.

Do you know where the monitor adjustments are? Usually they are on the front panel of the monitor. They can be a pain to adjust, because there are so many possibilities.

You mentioned web pages. Does the black border happen on all applications or just web pages? Does it happen on only a few pages?

Also, it would help to know what monitor you have and what browser you are using.

    Monitor
    Hi,
I also use Win98SE, and have never had this particular problem.
But, have you tried changing your monitors refresh rate?
Go to Control Panel, then open Display.
    Click on the Settings tab.
Click on the Advanced button at the bottom right.
Click on the Adapter tab at top.
Then, under the heading Refresh Rate, click on the down arrow and left click on "Optimal".
Then, click on Apply and OK.
    Re-boot the computer.
Here is a link for explanation from a person with the same problem.
